How do I place a line or border underneath the advertisement in the header?

The theme is Vantage (your Theme Or Plugin dropdown box isn’t working.).

    The logo section with Kompulsa – Where knowledge empowers you. I want a border or some sort of neat looking line right underneath the horizontal Google ad.
