Header and Theme Design

I want to change the font size and color etc. on my home page header. The documentation tells me to go to appearance>customize>theme design>fonts. My only options when clicking on customize are site identity, menus, widgets, static front page. There is no theme design option. Incredibly frustrated as I have been working on this for three days now. Am I missing something?
