Background images not resizing

I have tried everything that I could think and read online to get my background images to resize properly for mobile devices. I have cropped the images, I have tried to edit the CSS files. Add css style to the CSS Styles in the attributes of the row. I created the images via add row > add widget > visual editor > design > background images. I do have to use a spacer for it to show on the page or it is just a thin line. I could really use someone to help or point me in the right direction.
