anchors and their placement

Anchors are not exact:
this worked on one website, but thats was it, no more: any other options available?
they seem to always end up “higher” than the actual anchor that was placed

a.anchor{
display: block;
position: relative;
top: -150px;
visibility: hidden;
}

    I have just checked your site and tried out the links that you have anchors on and are working as expected. e.g.
