Anchor Links to Widgets or Rows Instructions

I read some other threads on the subject, but I can’t seem to figure out where to put the IDs. Do I make a regular Editor, or Text widget in the same row, another row on top, If in the same row, do I put it on top of that row, or all rows?

Can you give me fast Tutorial on doing this the most efficient way? I am new to both Page Builder and anchor links/page jumps.
