Absolutely positioned masthead items now behave as if set to sticky

Pretty much everything is in the thread title. The absolutely positioned items in my masthead move along with the scroll bar.

Is that the expected affect? Is there a theme setting that could be causing this?

    I suppose this thread can be deleted. Turns out the site-title div is set to fixed positioning by default.
