Error message – You need a higher level of permission

I have recently been asked to help a non-profit organisation. As a SuperUser admin, when trying to access Plugins, all I see are SiteOrigin widgets. Also, when I try and access Appearance, I get the error message “You need a higher level of permission. Sorry, you are not allowed to customize this site.” Is this…
