I can´t create a new block for front page

Hello, I decided to move to Sidney theme and i downloaded all the plugins, but when i try to create a new block on my front page like the videos showed, it doesnt appear on my front page. I want to create SERVICES TYPE A, but i can´t. Ive been fixing these 2 days and…
