Not indexable site – error message 451

Hi, I have Yoast SEO installed and it gives me this error message: Your homepage cannot be indexed by search engines. When I proceed to find more information it says on my Onpage account that “451 Unavailable For Legal Reasons (Internet draft)”. What does this mean and how can I fix it? I use Vantage…
