Making row background image and text responsive

I have the settings set for the PageBuilder application to be responsive but the full width background I am putting into a row in the page editor is not resizing for mobile, etc. It always shows up full size no matter what the screen size is. Example page is here:

Other pages on the site are also affected but I am sure I can figure them out if I can just get the home page to work. I have browsed through several forum posts on this same topic and tried my best to apply what they say to do but no success so far. Can anyone tell me what I need to do to make the large above the fold image resize (as well as make the text resize properly as well)?

    Correction, because of the problems with the images not resizing the owner switched the URL back to his old site so if you went to the link in the previous message you saw the Joomla version of the site. The new WP site I was talking about is visible here:

    Any assistance with the resizing of the images and text would be greatly appreciated.
